In 2019, the Offender Database reported that Andrew Smith, a Greater Manchester Police Paedophile Sex Offender, a police community support officer, transmitted an obscene image of himself during a lewd internet conversation with an undercover officer impersonating a 13-year-old girl.
Andrew Smith, a then 46-year-old employee of Greater Manchester Police, believed he was communicating with a minor named ‘Ava’ on a platform known as TeenChat.
During a three-month interval, Andrew Smith, who referred to himself as ‘Andy’, often communicated with ‘Ava’ on TeenChat, Skype, and the Kik messaging application.
Andrew Smith informed the girl that he was 35 years old, and when questioned about his presence on a juvenile chat service, he responded, “I am attracted to young girls; they are entertaining and mischievous.” Are you mischievous?
He transmitted multiple photographs of himself, including nude and semi-nude images. Andrew Smith, while serving as a PCSO in Stockport, transmitted a picture of his genitalia to the girl.
He also requested ‘Ava’ to provide photographs of herself, including one in her school uniform.
Andrew Smith often referenced the prospect of meeting the girl; however, he consistently recanted, asserting he was ‘too old’ and she was ‘too young.’
The court was informed that no definitive plans were established.
It is known that undercover officers did not explicitly target Andrew Smith; instead, he established a dialogue with an account managed by an officer from his own department.
He was apprehended in July and promptly resigned from his employment at GMP, as stated by his attorney in court.
Andrew Smith, residing on Molinyeux Road in Levenshulme, Manchester, acknowledged his attempt at sexual communication with a minor during a prior session at the magistrates’ court.
Judge Alan Conrad QC, when issuing Smith a community order, stated: “Your actions were disgraceful.”
Andrew Smith received a three-year community order, which includes 60 days of rehabilitation activities, during which he will collaborate with the probation department to address his concerns.
He has had to fulfil 200 hours of community service and is subject to a sexual harm prevention order, which restricts his internet usage and access to minors.
