A Barry Paedophile sex offender, Phillip Daniel, from Wales, who sexually assaulted two people in a shopping mall restroom, shortly after assaulting a schoolgirl, has been sentenced to eight years in prison.
On 26 July 2024, Phillip Daniel, 34, from Barry, assaulted a teenage girl in Barry, Vale of Glamorgan, by trapping her against a wall; however, she managed to escape, run, and notify the authorities.
Phillip Daniel thereafter boarded a train to Cardiff, where he assaulted two ladies in quick succession in the women’s lavatory at St David’s shopping mall.
During sentencing at Newport Crown Court on Wednesday, Judge Lloyd-Clarke characterised Phillip Daniel—who has been incarcerated under the Mental Health Act since the assaults—as a “very high risk” to women.
The judge mandated a four-year extension of the license period following his incarceration, lifelong registration as a sex offender, and a Sexual Harm Prevention Order prohibiting access to women’s or unisex public restrooms for 15 years, as well as unsupervised contact with minors.
The court was informed that Phillip Daniel claimed to the police that “voices in his head” had directed him to fly to Cardiff to commit the sexual assaults, resulting in trauma for his victims.
Phillip Daniel was previously subject to a community order for attacking a solitary female jogger in Bute Park, Cardiff, on 31 January 2023.
Defence barrister William Bebb stated that Phillip Daniel possessed a “complex” mental health history, had been incarcerated under the Mental Health Act for 15 months after the offences, and that a modification in medication had “provided some stability.”
The adolescent victim reported experiencing worry, social isolation, and interrupted GCSE preparations. One adult victim experienced fear and discomfort in public restrooms, while the other endured panic episodes and sleep disturbances.
Upon arrest, police discovered a Viagra tablet in Phillip Daniel’s wallet; however, there was no evidence indicating he had consumed it that day.
A psychiatric evaluation determined he presented an “increased risk to females, especially minors.”
Phillip Daniel received a sentence for four counts of sexual assault and one count of physical attack against a teenager.
