Matthew Lewis, a Cleveland Police Officer, participated in multiple sexual activities with an unknown co-worker on police property while on duty. A misconduct panel has determined that Matthew Lewis transmitted photographs of a woman, referred to as Miss A, to another officer without her consent.
The officer provided false information during the interview regarding the images, as identical photographs of Miss A were discovered on Matthew Lewis’s laptop and another officer’s mobile device. However, allegations that he participated in sexual actions within a police van were not substantiated.
Stephen Gowland, chairman of the independent panel, articulated the conclusion that Matthew Lewis would have been terminated without notice had he remained working with the force. He has been added to the prohibited list.
