In 2021, the Offender Database recorded that Mark Burgess, then 68, of St Chads Avenue, Hilsea, Portsmouth, was handed a 40-year sentence for a “horrific cycle” of child sex abuse spanning nearly four decades. On Wednesday, 30 June 2021, Burgess appeared at Portsmouth Crown Court, where he was branded a “conniving and exploitative serial paedophile.” The court reported that the former choirmaster and music teacher would serve a minimum of 21 years in jail before being considered for parole.

The investigation established that Burgess targeted 13 children between 1975 and 2009 while serving as a choirmaster for the All Saints church choir in Portsmouth, Hampshire, and the Westbourne Choir in Sussex. Hampshire Constabulary’s Operation Marmion team revealed that Burgess used his vocations as a music teacher at Portsmouth City Boys’ School and his roles in various churches to draw children and their families into his trust. Following a trial that began in March, he was convicted of 48 counts, including 26 counts of indecent assault, 15 counts of gross indecency, and four counts of buggery.

Judicial Findings and Investigative Detail

The court reported that Burgess’s attention became “fixed” on a series of children, whom he then abused during piano lessons at his home in Hilsea, in church vestries, in his car, and on choir trips. Portsmouth Crown Court heard emotive statements from the survivors, now adults, who described their abuser as a “festering, rancid boil” who had manipulated and bribed his way into their lives. One survivor told the court how the abuse had destroyed her passion for music, stating she became too ashamed to ever use her voice again.

The judge noted that Burgess had cynically and vilely destroyed the innocence of the children under his care. For his actions in Portsmouth and Sussex, His Honour Judge William Ashworth commended the survivors for the “dignity, restraint and stunning openness” they displayed when confronting their abuser. The judge noted that the 40-year term was necessary to reflect the scale of the damage inflicted on so many lives over such a prolonged period.

Sentence and Statutory Requirements

For his crimes in England, Mark Burgess was handed:

  • Custodial Sentence: 40 years in prison (minimum of 21 years before parole eligibility).
  • Sex Offenders Register: Notification requirements are in effect for life.
  • SHPO: A lifelong Sexual Harm Prevention Order (SHPO).
  • Judicial Oversight: Sentenced at Portsmouth Crown Court following a lengthy jury trial.

Monitoring and Public Protection

Burgess is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Hampshire Constabulary, Sussex Police, and the prison estate. Due to the “calculating and despicable” nature of his historical offending in Hilsea, Portsmouth, and Westbourne, Sussex, his management is subject to the highest level of oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Burgess must comply with notification requirements regarding his residence in St Chads Avenue, Hilsea, for the rest of his life. Authorities state that his history of exploiting music and church settings to target children necessitates permanent and absolute exclusion from any role involving minors. Any attempt to breach his registration conditions or his lifelong SHPO—should he ever be released on licence—will result in immediate arrest and a return to Portsmouth Crown Court.
