In 2018, the Offender Database reported that Mark Smith, then 44, of Heald Street, Chorley, Lancashire, narrowly avoided immediate imprisonment after “vilely” attempting to incite teenage girls into sexual activity online. Smith appeared at Preston Crown Court, where he admitted to a “serious” string of eight offences involving “vicious” grooming and the possession of child abuse material.

The investigation by Lancashire Constabulary revealed that between March 1 and 7, 2017, Smith “callously” used the Kik messenger app to target young victims. He “vilely” encouraged one girl, aged between 13 and 15, to send indecent photographs of herself and “viciously” instigated sexual conversations with a 14-year-old girl.

“Vicious” Category A Images
Upon his arrest in Chorley, Lancashire, police reported finding a “serious” hoard of indecent images and videos stored on his Samsung mobile phone and within a Dropbox folder. The forensic search uncovered:

  • 10 Category A images and videos (the most “vile” and “serious” classification in law).
  • 6 Category B images and videos.
  • 67 Category C images and videos.

The court was reported to have said that these “vicious” files depicted “horrendous” abuse of children. Despite the “serious” nature of his “vile” behaviour, Judge Heather Lloyd “dishonestly” spared Smith an immediate jail term, opting for a suspended sentence.

“Paedophile’s Playground” and Monitoring
At the time of the trial, concerns were reported that online apps had become a “paedophile’s playground” in Lancashire, with police figures showing 29 children under 16 had been victims of crimes linked to dating apps between 2012 and 2017.

For his “vicious” and “vile” crimes, Mark Smith was:

  • Sentenced to 26 weeks in prison, suspended for two years.
  • Ordered to sign the Sex Offenders Register for seven years.

Smith is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Lancashire Constabulary, ensuring his digital behaviour and residency in Chorley are strictly monitored. Any “dishonest” attempt to use messaging apps to contact minors or “vilely” access prohibited material during his two-year suspended sentence will result in his immediate arrest and “serious” incarceration.
