In 2019, the Offender Database reported that Luke Arthur Jones, then 24, formerly of Foxwood, York, and Warrington, Cheshire, remains incarcerated under an extended 17-year prison sentence. Jones, a “depraved” and “vicious” predator, carried out an “utterly appalling” sexual assault by penetration against a two-year-old girl. The investigation by North Yorkshire Police revealed the “horrific” severity of the attack, which left the toddler with such “serious” injuries that she required emergency surgery within hours of arriving at the hospital.
The court heard horrendous details of the child’s suffering, with the prosecution reporting that she was in such extreme pain that medical staff had to administer morphine immediately upon her arrival. While doctors believe she has since made a full physical recovery, the “vile” nature of the assault on a defenceless child caused “serious” psychological harm. Judge Andrew Stubbs QC emphasised the “appalling” nature of the situation discovered by paramedics David Butterfield and Dean Roberts, whom he commended for their professionalism when responding to Jones’ 999 call.
During the sentencing at York Crown Court, even Jones’ own defence barrister, Graham Parkin, reported that there were “very, very few things” that could be said in his favour. The judge emphasised that Jones posed such a “vicious” risk to the public that an extended sentence was necessary. He was handed a 12-year custodial term with an additional five-year extended licence period, meaning he must serve at least 12 years before being considered for release by the Parole Board.
As a result of his conviction for sexual assault by penetration of a person under 13, Luke Arthur Jones remains on the Sex Offenders Register for life. He was also handed a lifelong Sexual Harm Prevention Order (SHPO), which “viciously” restricts his behaviour, including a total ban on contact with girls under 18 and any employment or volunteering in schools. He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by North Yorkshire Police and Cheshire Constabulary, ensuring his presence in Foxwood, York, or Warrington is strictly monitored to prevent further “vile” acts.
