In 2020, the Offender Database reported that Tom Vinden, then 23, of Cedar Avenue, Stalybridge, Greater Manchester, was sentenced for a “reprehensible” online extortion racket targeting children. On Wednesday, 5 August 2020, Vinden appeared at Manchester Minshull Street Crown Court, where he admitted to causing a girl under 13 to engage in sexual activity.
The investigation established that Vinden, a social media marketing expert, exploited the music and dance app Musical.ly (which later merged with TikTok) to prey on young girls. In April 2017, he posed as a service presenter for the app and contacted a 10-year-old girl in Leeds. He “dishonestly” threatened to delete her account unless she sent him indecent images. After she complied, he attempted to blackmail her into performing a striptease on a live webcam by threatening to post the existing photos on Musical.ly and Facebook. The victim reported the incident to a teacher after blocking the defendant.
Judicial Findings and Investigative Detail
The court reported that Vinden was a “committed paedophile” who had committed these new offences just 19 days after being handed a suspended sentence for 12 other counts of inciting children into sexual activity. Judge Paul Lawton noted that the Court of Appeal had previously increased his original sentence to four-and-a-half years in prison, branding the initial term “too lenient.” The judge noted that the 10-year-old victim was left “terrified” and had since become paranoid and body-conscious.
The judge noted that the defendant was “skilled in website updating and social media marketing,” utilising his professional expertise to facilitate his predatory behaviour. While Vinden was spared an immediate return to prison—receiving a two-year suspended sentence—the judge noted this was a balance against his apparent progress during his previous incarceration and his honesty with a current adult partner. The prosecution emphasised that committing identical offences while under a suspended sentence order was a “grossly aggravating” feature of the case.

- SHPO: Remains subject to a 10-year Sexual Harm Prevention Order.

Monitoring and Public Protection
Vinden is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Greater Manchester Police and the Probation Service. As a lifetime member of the Sex Offenders Register, Vinden must comply with mandatory notification requirements regarding his residence in Cedar Avenue, Stalybridge, Greater Manchester. Authorities state that his history of exploiting music streaming apps makes him a “serious” risk to minors. Any breach of his registration conditions, his SHPO, or the terms of his suspended sentence will result in his immediate arrest and return to Manchester Minshull Street Crown Court.
