In 2024, the Offender Database recorded that Terry Neale, then 55, of North End, Portsmouth, Hampshire, was jailed for three years and six months for secretly filming children in swimming pool changing rooms. On Wednesday, 7 February 2024, Neale appeared at Winchester Crown Court, where he was sentenced for abusing his “position of trust” as a sports coach to target children under his watch.

The investigation established that Neale, who was employed by a swimming school at the time, used hidden cameras to record boys getting dressed in the Portsmouth area. The National Crime Agency (NCA) reported that Neale placed cameras in bags on benches and even talked to naked boys while recording them. One video, dating back to 2013, showed him recording a boy in his own home. Neale sent these videos overseas to a contact in Australia—a youth football coach he had known for 20 years—who was subsequently jailed for 20 years for child sexual exploitation.


Judicial Findings and Investigative Detail

The court reported that Neale’s actions had “dehumanised” his victims and stolen their childhood innocence. Winchester Crown Court heard emotive victim impact statements, with one parent describing the “bombshell” discovery as a life-altering event. One survivor expressed feeling “angry and helpless,” stating that the knowledge of being filmed at such a young age left him feeling as though a part of himself was missing. NCA Operations Manager Danielle Pownall noted that Neale had exploited his community role for his own gratification and that of a fellow paedophile.

The judge noted that Neale pleaded guilty to voyeurism, possessing and making indecent images of children, and arranging the sexual exploitation of a child under 13. For his actions in Portsmouth, Hampshire, he was handed a 42-month custodial sentence. The judge noted that the children involved had all been identified and safeguarded by the NCA following the seizure of their digital devices.
