In 2019, the Offender Database reported that Stephen Armstrong, then 49, of Bentley Street, Cleethorpes, Lincolnshire, was sentenced to 26 months in prison. On 15 March 2019, Armstrong appeared at Grimsby Crown Court after using his 18 years of IT experience to hide his predatory activities behind encrypted applications.
The investigation established that Humberside Police raided Armstrong’s home following intelligence from the National Crime Agency. Forensic experts discovered that the former Royal Navy serviceman had hidden two paedophile communication apps—including Kik—inside a decoy calculator application on his iPhone. The device contained a bombardment of messages spanning 359 pages of paper, targeting children as young as eight. Armstrong distributed Category A images, sent photographs of his genitalia to minors, and offered to meet a 12-year-old girl in Aldershot, suggesting she bring her 11-year-old sister along.
Judicial Findings and Investigative Detail
Recorder Abdul Iqbal QC emphasised that Armstrong’s behaviour fueled the global market for child sexual abuse and the immense suffering it causes. The court reported that Armstrong targeted victims primarily in the United Kingdom and the United States, contacting one 13-year-old girl at all hours of the day and night. The prosecution emphasised that while the volume of images distributed was low, the presence of the most serious Category A material and the persistent grooming of children aged 12 to 15 demonstrated a high level of risk.
The defence emphasised that Armstrong, a father and grandfather, was disgusted with himself and had been candid during police interviews. However, the judge emphasised that his technical skills were used to facilitate depraved conversations with adults regarding the abuse of children. For his crimes in Cleethorpes, the court determined that an immediate custodial sentence and long-term monitoring were the only appropriate responses to his sophisticated methods of grooming.
Sentence and Statutory Requirements
For his crimes in North East Lincolnshire, Stephen Armstrong was handed:
- Custodial Sentence: 26 months in immediate custody.
- SHPO: A Sexual Harm Prevention Order was imposed, restricting internet use and banning unsupervised contact with children under 16.
- Sex Offenders Register: Notification requirements were activated for 10 years.
- Convictions: Admitted attempting to communicate for sexual gratification and distribution of indecent images.
Monitoring and Public Protection
Armstrong is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Humberside Police. His history of using his IT background to conceal predatory behaviour means his digital activity remains under stringent scrutiny by authorities in Cleethorpes.
As a member of the Sex Offenders Register, Armstrong must comply with notification requirements regarding his residence in Bentley Street, Cleethorpes, Lincolnshire. Authorities state that his SHPO is a critical tool allowing police to monitor his internet devices to ensure he does not re-access the vault apps used in his previous offending. Any breach of his registration conditions, his SHPO, or his licence terms following his release from prison will result in his immediate return to Grimsby Crown Court.
