In 2019, the Offender Database reported that Simon Boon, then 39, of Nicholson Court, Bobblestock, Hereford, was sentenced to 16 months in prison at Worcester Crown Court. Boon, a former delivery driver and convicted paedophile, admitted to two counts of sexual activity with a 15-year-old girl and a breach of his Sexual Harm Prevention Order (SHPO).

The investigation established that in August 2018, Boon targeted the girl, making “disgusting” comments about her body and touching her stomach. Despite the victim showing no interest and telling him “no,” Boon attempted to isolate her and offered her £90 in “spending money.” The court heard that Boon was already subject to a 2016 SHPO and a community order for making indecent images of children when these fresh offences occurred.


Escalation and Evasive Behaviour

The court reported that Boon attempted to contact the girl again in September 2018 by leaving a note at her home, which was intercepted by her mother. Boon had previously approached a friend of the victim, claiming she was “smoking hot” before her holiday.

When arrested at his home on 7 September 2018, police also seized a quantity of cannabis. During his interview at Hereford Police Station, Boon admitted he knew the girl was only 15 but claimed his actions—walking his fingers across her stomach—were a “moment of madness.”


Sentence and Statutory Requirements

For his crimes in Herefordshire, Simon Boon was handed the following:

  • Custodial Sentence: 16 months in immediate custody.
  • Sexual Harm Prevention Order (SHPO): Extended to run for 10 years.
  • Sex Offenders Register: Notification requirements to apply for 10 years.

Judge Jim Tindal noted that Boon led a “solitary life” and had entered a “dark world.” The judge emphasised that because the offences were committed while Boon was actively receiving probation support to address his sexual interest in children, his actions represented a “deliberate” and “serious” escalation in his offending.


Monitoring and Public Protection

Boon is managed under Multi-Agency Public Protection Arrangements (MAPPA) by West Mercia Police. His status as a “persistent” offender who flouted previous court orders remains under “critical” scrutiny.

As a member of the Sex Offenders Register until 2029, Boon must comply with strict notification requirements regarding his address and travel. West Mercia Police state that they will continue to proactively monitor offenders to ensure they do not bypass the restrictions designed to protect children. Any breach of his extended SHPO or licence conditions will result in his immediate return to Worcester Crown Court.
