In 2019, the Offender Database recorded that Scott Sumner, then 33, of Armson Road, Exhall, Warwickshire, was sentenced for the abduction of a 14-year-old boy. On Friday, 21 June 2019, Sumner appeared at Warwick Crown Court after pleading guilty to child abduction, sexual activity with a child, and downloading an indecent video of a minor.

The investigation established that Sumner, a night receptionist at the Holiday Inn in Nuneaton, Warwickshire, met the victim through an Xbox Live gaming group. Between January and May 2017, the two communicated via Facebook before Sumner travelled to Gloucestershire to meet the boy twice. In May 2017, the boy lied to his parents to spend 28 hours with Sumner, including a night shift at the hotel. CCTV footage from the hotel foyer showed Sumner hugging and stroking the boy while he lay across him.

Judicial Findings and Investigative Detail

The court reported that Sumner’s colleagues raised the alarm after reviewing the CCTV recording. Judge Peter Cooke noted that while the initial contact through gaming appeared innocent, the relationship progressed into a “sexual attraction” with a degree of subterfuge. The prosecution stated that a memory card seized from Sumner contained a seven-minute indecent video of two underage boys. The judge noted that Sumner was fully aware of the boy’s age, having previously joked with a colleague about the risk of “paedo-hunters.”

The judge noted that although the physical contact at the hotel was at the “bottom of the range of seriousness” and no sexual intercourse occurred, the defendant came “perilously close” to immediate imprisonment. For his actions in Exhall and Nuneaton, Warwickshire, the court determined that a suspended sentence with strict rehabilitation requirements was the most appropriate course. The prosecution noted that the 90-mile distance Sumner travelled to meet the boy demonstrated the persistent nature of the abduction.

Sentence and Statutory Requirements

For his crimes in England, Scott Sumner was handed:

  • Custodial Sentence: 18 months in prison, suspended for two years.
  • Sex Offenders Register: Notification requirements were activated for 10 years.

  • Judicial Oversight: Convicted at Warwick Crown Court for child abduction and sexual activity with a child.

Monitoring and Public Protection

Sumner is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Warwickshire Police and the Probation Service. Due to the nature of the grooming and abduction that occurred at his workplace in Nuneaton, Warwickshire, his management is subject to oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Sumner must comply with notification requirements regarding his residence in Armson Road, Exhall, Warwickshire. Authorities state that his access to technology and his former employment in the hospitality sector are key areas of monitoring during his two-year suspended sentence. Any breach of his registration conditions, failure to attend the sex offender programme, or further contact with minors will result in immediate arrest and a return to Warwick Crown Court.
