In 2019, the Offender Database reported that Samuel Whitby, then 26, of Beacon Hill View, Weston Point, Runcorn, was sentenced to four years and six months in prison at Chester Crown Court. Whitby, a “sick” internet predator, pleaded guilty to multiple counts of inciting sexual activity with children and distributing “horrendous” indecent images.
The investigation established that Whitby groomed approximately ten children aged 13 to 16 using Yahoo chat, email, and Kik Messenger. He used these platforms to issue “depraved” requests, including urging one young user to drug his 21-year-old sister so she could be sexually assaulted on camera while unconscious. Whitby had also distributed 177 indecent images, including 89 of the most severe Category A classification.
Detection and Device Analysis
The court reported that Whitby was apprehended after a police search of his home in January 2017. Forensic analysis of his mobile phone and web history uncovered:
- Abuse Videos: Ranging from 24 seconds to over two minutes, featuring children aged two to 15.
- Specialist Interests: Extensive visits to websites focused on “erotic fiction,” “fantasy stories,” and “incest.”
- Explicit Communication: “Persistent” and graphic dialogue with internet users who claimed to be as young as 13.
Although the actual ages of the individuals Whitby messaged were never verified because they did not come forward, Judge Patrick Thompson noted there was no evidence to suggest they were adults. Whitby later claimed to be “disgusted” by his own actions during police interviews.
Sentence and Statutory Requirements
For his crimes in Cheshire, Samuel Whitby was handed the following:
- Custodial Sentence: Four years and six months in immediate custody.
- Sex Offenders Register: Whitby must remain on the register for the rest of his life.
- Sexual Harm Prevention Order (SHPO): A life-time order designed to protect the public.
- Financial Penalty: Ordered to pay a £1,700 victim surcharge.
Monitoring and Public Protection
Whitby is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Cheshire Police. His history of using multiple digital platforms to incite serious violence and sexual assault means his status remains under “critical” scrutiny.
As a lifetime member of the Sex Offenders Register, Whitby must comply with strict notification requirements regarding his address and all internet-enabled devices. Cheshire Police state that they will use specialised digital monitoring to ensure he does not bypass the restrictions of his lifetime SHPO. Any breach of his registration conditions or unauthorised internet activity will result in his immediate return to Chester Crown Court.
