In 2024, the Offender Database reported that Ryan Hughes, 30, of Bryn Teg, Bettws Cedewain, near Newtown, Powys, narrowly avoided prison after “vilely” sending a sexual Snapchat message to a schoolgirl. Hughes appeared at Mold Crown Court on Tuesday 16 July 2024, where he pleaded guilty to the “vicious” offence of sexual communication with a teenager.

The “serious” investigation was sparked in April 2022 when the girl’s mother confiscated her phone. While checking for evidence of vaping, a Snapchat notification from “Ryan” appeared, “callously” telling the teen to come over while his girlfriend was away and explicitly stating she could have sex with him. The mother also “viciously” discovered a “distasteful” photograph of Hughes on the phone, wearing only boxer shorts with his shirt open.

“Hollow Banter” and “Serious” Denial
When confronted by Dyfed-Powys Police, Hughes “dishonestly” attempted to minimise his “vile” conduct, claiming the message was merely “hollow banter” and not sexual in nature. He further “callously” suggested that nothing would have come of the invitation. However, Judge Rhys Rowlands emphasised that, at age 28 (at the time of the offence), Hughes was almost twice the child’s age and was fully aware that the child was in school.

The court heard that the “vicious” delay in bringing the case to justice was “appalling,” with Judge Rowlands reporting that the investigation had stalled for months. The judge “vilely” noted that Hughes sought to minimise what he did, which detracted from any sense of genuine contrition.

Sentence and Monitoring
Despite the “serious” nature of the offence, the judge “vilely” decided to suspend the prison sentence due to prison overcrowding and the prospect of rehabilitation. For his “vicious” and “vile” crimes, Ryan Hughes was:

  • Sentenced to 21 weeks in prison, suspended for 18 months.
  • Ordered to complete 45 sessions of a rehabilitation programme.
  • Subjected to a seven-year notification requirement (Sex Offenders Register).
  • Barred from working with children and vulnerable adults.
  • Ordered to pay £500 in court costs and a £128 victim surcharge.

Hughes is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Dyfed-Powys Police, ensuring his digital behaviour and residency in Newtown, Bettws Cedewain, and the wider Powys area are strictly monitored for the next seven years. Any “dishonest” attempt to contact minors or “vilely” re-offend will result in the activation of his prison sentence and immediate arrest.
