In 2022, Roy Thomas, a Wolverhampton Sex Offender who engaged in a sexual act in public while observing solitary ladies on trains, was incarcerated.

On the afternoon of January 11, Roy Thomas, from the Avenue in Wolverhampton, donned a yellow high-visibility jacket, boarded a train at Birmingham New Street, and seated himself adjacent to a young woman.

Shortly thereafter, she noticed him gazing at her while engaging in masturbation, prompting her to swiftly rise and get off the train at Coseley station to evade him.

The 30-year-old reappeared on the train on January 19, donning a camouflage jacket.

Roy Thomas boarded a train to Birmingham at Wolverhampton, seated himself near a 16-year-old girl, exposed his genitals, and masturbated while gazing at her.

She also fled from him.

Two hours later, Roy Thomas boarded another train at Birmingham New Street, returning to Wolverhampton, and seated himself opposite a different young woman.

After a brief interval, he resumed masturbating on the train while persistently sneering at the woman.

She informed the train conductor of Roy Thomas’ behaviour; however, he promptly exited the train.

All three victims reported Roy Thomas’ misconduct, leading to his arrest on January 21.

At the time of his offence, Roy Thomas violated a Sexual Harm Prevention Order (SHPO) that prohibited him from unzipping, loosening, or removing any article of clothing concealing his genitals in a public setting.

He attended Wolverhampton Crown Court on November 28, when he admitted guilt to three charges of exposure and three charges of violating a Sexual Harm Prevention Order (SHPO).

A judge sentenced two years’ imprisonment after an inquiry by the British Transport Police (BTP).

Detective Constable Alexander Long, the investigating officer, stated: “It is evident from his abhorrent conduct that Roy Thomas poses a danger to women and girls – I am gratified that he is now restricted to a confined space.”

His complete contempt for his Sexual Harm Prevention Order demonstrated his unwavering intent to utilise the railway only for sexual enjoyment.

“Our dedication to incarcerating sex offenders remains unwavering, and I encourage anyone experiencing such harassment on the railway to report it to us, as the three victims in this case did.”
