On Tuesday, 13 January 2026, the Offender Database reported that Paul Norman, 66, was returned to custody just days after being released on licence. Norman, of The Rogers in Shanklin, Isle of Wight, appeared at the Isle of Wight Magistrates’ Court, where he admitted to a serious breach of his Sexual Harm Prevention Order (SHPO).
Norman is a prolific and dangerous sex offender with a history of vile behaviour dating back to 2006. His most recent convictions in 2022 and 2024 involved the possession of extreme obscene images of young children and bestiality. Despite being under strict supervision, he callously attempted to bypass the law almost immediately upon his return to the community.
Dishonest Concealment and “American Schoolgirl” Communications
The court reported that Norman had been out of prison for only 12 days on 12 December 2025, following a two-year sentence for previous breaches. In that earlier case, he was caught downloading Snapchat and deleting chat histories to hide his communications with an American schoolgirl, from whom he had received nude photographs.
When police officers arrived at his flat in Shanklin to install monitoring software on his one declared device, they callously discovered he had three mobile phones. Norman dishonestly attempted to hide the two unregistered devices and became defensive when challenged. Under the terms of his life-long SHPO, he is strictly limited to one phone and must notify the Public Protection Unit of any internet-enabled device.
High-Risk Status and Remand
Prosecutor Lauren McConnell emphasised that Norman is a high-risk individual who requires the closest possible monitoring. His attempt to conceal unregistered technology is a serious escalation of his risk-management plan. For his latest vile breach of trust, the court reported the following actions:
- Norman was remanded in custody.
- The Magistrates ordered a pre-sentence report.
- The case was committed to the Isle of Wight Crown Court for sentencing.
Monitoring and Public Protection
Paul Norman remains a serious threat to children. He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Hampshire & Isle of Wight Constabulary. His persistent, dishonest attempts to access the internet covertly demonstrate that he cannot be trusted in the community. He will remain at HMP Isle of Wight until his sentencing hearing on 30 March, where he faces a lengthy return to prison for his predatory and vile actions.
