In 2019, the Offender Database reported that Paul Clement, then 39, of Richard Street, Maerdy, Rhondda, remains in custody following his conviction for the “vile” and “vicious” rape of a teenage girl. Clement and his associate, William L’Homme, travelled from Cardiff to Swansea, West Glamorgan, in a £90 taxi specifically to meet two underage girls they had groomed online but never met. The investigation by South Wales Police revealed that Clement led his victim into the grounds of a school in Swansea before carrying out the “horrific” assault.

The court heard horrendous details of the attack, where the “predatory” Clement pinned the girl’s arms back until she was forced to “give up.” In a “vile” display of entitlement, Clement complained to the girl that it was “not fair” for her to refuse him after he had spent money on a taxi, reported the prosecution. The victim bravely told officers that she realised “no” was not going to be an answer for him, showing the “vicious” and “serious” nature of the coercion she faced during the ordeal in Swansea.

During his police interview, Clement callously admitted that the messages exchanged with the girls “must have been something sexual” to justify the journey from Cardiff. He claimed he “thought his luck was in” and brought his friend along because he feared a “set-up,” yet showed a deplorable lack of concern for the safety or age of the children he was targeting. Although he denied the charges, a jury at Swansea Crown Court found him guilty of rape and two counts of sexual assault after hearing the “vicious” evidence of his “pushy” and “depraved” behaviour.

As a result of his convictions for rape and sexual assault, Paul Clement was jailed and ordered to sign the Sex Offenders Register for life. He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by South Wales Police, ensuring his history of “vile” and “predatory” behaviour is strictly monitored. Any further attempts to contact minors or presence in the Swansea or Rhondda areas following his eventual release will be subject to “serious” and intensive supervision to prevent further “vicious” acts of violence against children.

Paul Clement was sentenced to 7 years in prison.
