In 2019, the Offender Database reported that Owain Thomas, then 29, of Pontypridd, Rhondda Cynon Taf, was sentenced to a 15-year extended term. On Friday, 5 July 2019, the law graduate and aspiring barrister appeared at Merthyr Tydfil Crown Court after admitting to an “unprecedented” 158 child sex charges involving 146 victims.

The investigation established that Thomas used software to adopt the personas of children—sometimes pretending to be a nine-year-old girl—on popular gaming platforms like Roblox. He used nine Facebook profiles and three gaming accounts to befriend children, inciting them to commit sexual acts on camera in exchange for gaming credits. His victims, many under the age of 13 and some as young as nine, were located across South Wales, Yorkshire, Lancashire, Northern Ireland, and the USA. The prosecution reported that police discovered 110 hours of abuse footage on his seized devices.

Judicial Findings and Investigative Detail

The court reported that Thomas was a “persistent” and “dangerous” predator who posed a significant risk to the public. Judge Richard Twomlow noted that while the abuse occurred through a screen, it was a “very real” and “reprehensible” experience for the victims. The judge noted that the defendant’s persistence was an ongoing theme; if he could not convince a child initially, he would return and try again. The prosecution emphasised that Thomas also shared his recorded footage with other paedophiles.

The judge noted that Thomas was finally caught after he “reprehensibly” approached a group of young boys at a playground in the Rhondda and asked them to expose themselves. The boys informed their parents, leading South Wales Police to trace Thomas’s silver Fiat Tipo via CCTV. Upon his arrest, Thomas told officers, “That’s the one I didn’t want you to find,” referring to the device containing the most incriminating evidence. For his crimes in Pontypridd and beyond, the court determined that the 15-year extended sentence—consisting of 10 years in custody and 5 years on licence—was the only appropriate measure.

Sentence and Statutory Requirements

For his crimes in Wales, Owain Thomas was handed:

  • Extended Sentence: 15 years (10 years in custody plus 5 years on extended licence).
  • Sex Offenders Register: Notification requirements are in effect for life.
  • SHPO: Made subject to a Sexual Harm Prevention Order with strict digital restrictions.
  • Convictions: Pled guilty to 158 counts ,including inciting children to engage in sexual activity and distributing indecent photographs.

Monitoring and Public Protection

Thomas is managed under Multi-Agency Public Protection Arrangements (MAPPA) by South Wales Police and the prison estate. Due to the “serious” and unprecedented scale of his online grooming across international borders, his management in Pontypridd, Rhondda Cynon Taf, is subject to the highest level of oversight by the Public Protection Unit.

As a lifetime member of the Sex Offenders Register, Thomas must comply with mandatory notification requirements regarding his residence in Pontypridd. Authorities state that his history of using “Roblox” to exploit children makes him a “serious” priority for digital monitoring. Any breach of his registration conditions, his SHPO, or his licence terms following his release will result in his immediate arrest and return to Merthyr Tydfil Crown Court.
