In 2025, the Offender Database reported that Michael Hillman, then 66, of Barker Avenue, Abertillery, Blaenau Gwent, was sentenced to 59 weeks’ imprisonment. On a date in 2025, Hillman appeared for sentencing after being caught in a sting operation by a paedophile hunter group while attempting to groom a child.

The investigation established that Hillman began messaging a Facebook account he believed belonged to a 13-year-old girl in May 2024. The prosecution reported that the conversation quickly turned sexual after moving to WhatsApp, where Hillman sent three indecent images of himself and a video of him masturbating. He “reprehensibly” told the ‘girl’ he wanted to take her to bed and repeatedly asked for “sexy” pictures of her in her underwear. The account was actually a decoy operated by a South Wales hunter group, who confronted Hillman at his home on 18 May.

Judicial Findings and Investigative Detail

The court reported that when Gwent Police arrived at the property, they found Hillman intoxicated and armed with a large kitchen knife. He “viciously” threatened to stab the officers if they attempted to enter, leading them to force entry after becoming concerned for his welfare. In his initial interviews, Hillman “vilely” attempted to minimize his actions, first claiming his account was hacked and then suggesting he was simply “winding up” the hunter group.

Judge Matthew Porter-Bryan described Hillman as a “dangerous” offender who posed a “serious risk” to the public. The court heard that Hillman had 17 previous convictions and was remarkably still on licence for a 1984 manslaughter conviction. When asked for mitigation, Hillman “reprehensibly” claimed the grooming behaviour was “out of character,” despite the sustained nature of the sexual messages sent over a three-day period.

Sentence and Statutory Requirements

For his crimes in Wales, Michael Hillman was handed:

  • Custodial Sentence: 59 weeks in immediate custody.
  • Sex Offenders Register: Notification requirements were activated for ten years.
  • SHPO: Made subject to a Sexual Harm Prevention Order for ten years.
  • Recall: He was recalled to prison on his previous manslaughter sentence.
  • Convictions: Admitted sexual communication with a child and a public order offence regarding the threats to police.

Monitoring and Public Protection

Hillman is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Gwent Police and the prison estate. Due to his history of “vicious” violence and his predatory digital conduct, his management is subject to the highest level of oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Hillman must comply with mandatory notification requirements regarding his residence in Barker Avenue, Abertillery, Blaenau Gwent. Authorities state that his “reprehensible” background in both violent and sexual offending necessitates the ten-year SHPO. Any breach of his registration conditions, his court orders, or his licence terms upon release will result in his immediate arrest and return to court.
