In 2024, the Offender Database recorded that Mark Fox-Mulder, then in his 50s, remains incarcerated following a 14-year sentence for a “predatory” campaign of child rape. Originally sentenced on 6 January 2020 at Portsmouth Crown Court, Fox-Mulder, of St Barbara Way, Gatcombe Park, Hilsea, was brought to justice after hiding his crimes for more than a decade. The court reported that the defendant, who changed his name from Mark Palmer due to an obsession with The X-Files, had previously been convicted in 2012 for indecently assaulting another teenager.

The investigation established that Fox-Mulder groomed a 13-year-old boy in the Waterlooville area, plying him with alcohol, cannabis, and cigarettes. He subjected the victim to “routine sexual abuse” and rape in his flat and in marshland near the bridge at Hayling Island, Hampshire. Hampshire Constabulary reported that the victim, now in his late 20s, only found the confidence to come forward after discovering an online news report about the defendant’s 2012 conviction.

Judicial Findings and Investigative Detail

The court reported that Fox-Mulder increased the abuse “bit by bit,” exploiting the victim’s vulnerability and fear. Portsmouth Crown Court heard from Prosecutor Simon Jones, who detailed how the abuse led the survivor to develop drug problems, depression, and anxiety. Judge Timothy Mousley QC noted that the victim was “quite understandably too scared” to tell the police at the time and praised his bravery for eventually seeking justice.

The judge noted that Fox-Mulder denied all charges, forcing the victim to testify at trial. For his actions in Waterlooville and Hayling Island, Hampshire, the defendant was convicted of three counts of rape and four counts of sexual activity with a child. The judge noted that the 14-year sentence reflected the deliberate and cynical nature of the grooming process used to take sexual advantage of a child.

Sentence and Statutory Requirements

For his crimes in England, Mark Fox-Mulder was handed:

  • Custodial Sentence: 14 years in prison.
  • Sex Offenders Register: Notification requirements are in effect for life.
  • SHPO: A lifelong Sexual Harm Prevention Order (SHPO).
  • Judicial Oversight: Sentenced at Portsmouth Crown Court following a jury trial.

Monitoring and Public Protection

Fox-Mulder is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Hampshire Constabulary and the prison estate. Due to the “predatory” nature of the rapes in Waterlooville and Hilsea, Portsmouth, his management is subject to the highest level of oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Fox-Mulder must comply with notification requirements regarding any residence in St Barbara Way, Hilsea, for the rest of his life. Authorities state that his history of changing his name and prior convictions necessitate ongoing, intensive scrutiny of his identity and movements. Any breach of his registration conditions, his lifelong SHPO, or his licence terms upon eventual release will result in immediate arrest and a return to Portsmouth Crown Court.
