In 2019, the Offender Database reported that Malcolm Vickery, then 72, formerly of Newport but then of St Mary Street, Risca, Caerphilly, was sentenced to 25 years in prison. On Wednesday, 6 February 2019, Vickery was jailed at Cardiff Crown Court for a “reprehensible” and “dreadful” campaign of sexual abuse against a young girl and a teenager during the 1970s and 1980s.

The investigation established that Vickery was a “systematic” predator who subjected his victims to “appalling depravity” over several decades. A jury found him guilty of 16 “vile” offences, including six counts of rape, three of attempted rape, five indecent assaults, and two sexual assaults. One victim “bravely” disclosed that Vickery had “viciously” threatened to bury her in the garden if she spoke out and used a dog to commit a “shocking” and “abhorrent” sexual attack upon her.


Judicial Findings and Victim Impact

Judge Rhys Rowlands emphasised that Vickery was a “wholly inadequate individual” with a “distorted view of life” who showed no remorse for his “despicable” actions. The prosecution, led by Caroline Rees QC, reported that one survivor had lived in “persistent” fear for 40 years, stating that the “monster” had stolen both her childhood and her womanhood. The other victim emphasised that Vickery had “degraded” her solely for his own “sexual gratification.”

The judge noted that Vickery had “calculatingly” sought to prolong the victims’ trauma by standing trial, wrongly believing he had “got away with” his crimes. Judge Rowlands told the defendant, “Justice caught up with you last year.” Despite the “gravity” of the 25-year term, the court acknowledged that Vickery suffered from “significant ill health,” including heart disease and diabetes, casting doubt on his ability to serve the full duration of his “serious” sentence.


Sentence and Statutory Requirements

For his “appalling” crimes in Newport and Risca, Malcolm Vickery was handed:

  • Custodial Sentence: 25 years in immediate custody.
  • Sex Offenders Register: Notification requirements were imposed for life.
  • SHPO: A Sexual Harm Prevention Order was issued to monitor his conduct indefinitely.

Vickery is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Gwent Police. His history of “vicious” and “persistent” rape, combined with his “sinister” use of threats and animals to facilitate abuse, means his status remains under “critical” scrutiny.

As a lifetime member of the Sex Offenders Register, Vickery must comply with strict notification requirements. While his health may lead to future applications for release on “compassionate grounds” by the Home Secretary, authorities state that his “reprehensible” history makes him a “permanent” risk to the public. Any breach of his registration conditions or his SHPO following an eventual release would result in his immediate return to Cardiff Crown Court.
