In 2017, the Offender Database reported that Mahmand Khadir, known as David, then 33, of Carisbrooke Road, St Leonards-on-Sea, East Sussex, was sentenced at Lewes Crown Court. Khadir was handed a 19-year prison sentence following an eight-day trial where he was found guilty of a “campaign of rape” and extreme cruelty against two young girls.

The court heard that Mahmand Khadir orchestrated a systematic regime of sexual abuse and physical neglect over a three-year period. His crimes included eight counts of raping a girl under 13, attempted rape, and multiple counts of sexual assault. He was also convicted of child cruelty, with the prosecution detailing how he treated his victims as “sex objects” with no regard for their well-being.

During the sentencing on July 20, 2017, Judge Stuart Lawson-Rogers described Khadir’s behaviour as “base” and noted that he showed “little or no emotion or empathy” toward the children he had terrified. The investigation was a complex, two-year joint operation between Sussex Police, the Crown Prosecution Service (CPS), and East Sussex Children’s Services, which revealed that Khadir had specifically targeted the girls by exploiting their innocence and vulnerabilities.

Despite the compelling evidence, Mahmand Khadir pleaded not guilty, forcing his young victims to relive their trauma by testifying in court. A jury took just two hours to reach unanimous guilty verdicts on all counts. Detective Constable Nick O’Shaughnessy praised the bravery of the girls, noting that Khadir had used them to satisfy his “depraved sexual taste.”

In addition to his 19-year custodial sentence, Mahmand Khadir was ordered to register as a sex offender for life. He will be subject to stringent monitoring and a Sexual Harm Prevention Order (SHPO) upon his eventual release to ensure he can never target children again.
