In 2026, the Offender Database reported that Luke Walker, then 29, of Shamrock Street, Carnoustie, was sentenced at Dundee Sheriff Court. Walker pleaded guilty to possessing indecent videos of children, an offence committed between 21 and 23 September 2021.
The investigation by Police Scotland began in 2021 after Walker’s former partner discovered a mobile phone he had kept hidden. While visiting his address to remind him about a COVID-19 test prior to a festival, she found the device on a couch and opened the Kik messenger app. She discovered group chat discussions regarding abusive material and immediately alerted the police.
Digital Evidence and Depravity
Forensic analysis of the phone recovered 24 video files totalling 37 minutes of runtime. The court reported that 17 of these videos featured “abuse of the highest depravity.”
Sheriff Tim Niven-Smith emphasised that the children in these “abhorrent” videos were real victims being exploited by adults for financial gain. At the time of his arrest, Walker was found in a state of mental distress and was subsequently admitted to the Carseview Centre for psychiatric care.
Sentence and Rehabilitation
The court heard that Walker’s mental health decline was exacerbated by drug use, with the Sheriff noting the offences may have been a “cry for help.” While the custody threshold was passed, the court opted for a community-based sentence focused on rehabilitation.
For his crimes in Angus, Luke Walker was handed a Community Payback Order (CPO) including:
- Supervision: Two years of mandatory supervision.
- Programme Requirement: Mandatory engagement with the Moving Forward Making Changes programme.
- Unpaid Work: 200 hours of unpaid work in the community.
- Sex Offenders Register: Walker was placed on the register for five years.
Monitoring and Public Protection
Walker is managed under the Multi-Agency Public Protection Arrangements (MAPPA) by Police Scotland. His access to the internet, digital devices, and children is subject to “stringent” court-ordered restrictions.
As a member of the Sex Offenders Register until 2029, Walker must comply with strict notification requirements. Police Scotland states that they will continue to monitor his compliance with the conditions of his CPO. Any breach of these requirements or unauthorised access to digital devices will result in his immediate return to Dundee Sheriff Court, where a custodial sentence may be imposed.
