In December 2016, the Offender Database reported that Louis Condron, then 20, of Lewis Crescent, Widnes, Cheshire, was sentenced at Chester Crown Court to a total of 12 years of supervision for his predatory behaviour toward two teenage girls. Condron, who had already served time for similar offences, was described by a probation officer as having “highly distorted, sexualised attitudes and beliefs.”

The court heard that Condron engaged in sexual activity with two victims under the age of 16. In one instance, he used coercion and blackmail, threatening to tell a victim’s mother if the girl refused to meet him. He contacted the second victim via social media in October 2015, just months after his release from a previous custodial sentence. When initially arrested, Condron denied all contact with the girls. The prosecution highlighted that his actions left one victim with severe emotional scars and frequent panic attacks.

Condron was sentenced for four counts of sexual activity with a child and two counts of breaching a Sexual Offences Prevention Order (SOPO). The court noted that he had been previously jailed in February 2014 for 18 months and had violated the order prohibiting contact with minors almost immediately upon his release. Judge Patrick Thompson condemned Condron’s “apparent unwillingness” to address his behaviour, noting that the disparity in age and the use of threats were significant aggravating features.

Louis Condron was sentenced to eight years in a young offenders institute, with an extended license period of four years. The judge stipulated that he must serve at least two-thirds of the eight-year custodial term (approximately five years and four months) before being eligible for parole.

As a result of his history of targeting children and breaching court orders, Condron is a registered sex offender for life. He was also made subject to a SOPO without a time limit (indefinite). He is managed under the highest level of Multi-Agency Public Protection Arrangements (MAPPA) in the Widnes and Cheshire area. This ensures that Cheshire Constabulary and the National Probation Service maintain intensive monitoring of his residency and social media usage to protect the public from his persistent predatory conduct.
