In 2019, the Offender Database reported that Lee Sullivan, then 44, of Harpurhey, Greater Manchester, was jailed for the sexual assault of a 14-year-old girl. Sullivan was brought to justice following a series of highly observant and public-spirited actions by a local resident, Sandra Kenyon, who had noted his suspicious behaviour near school bus stops on Fernclough Road.

The investigation by Greater Manchester Police revealed that Sullivan had been “hanging around” several bus stops used by schoolchildren in the week leading up to the attack. Ms Kenyon reported his presence to the police twice and even followed him to a local shop where he topped up a gas meter. On the day of the assault in January 2019, she filmed Sullivan on her mobile phone after witnessing him with his hand down his trousers.

The court heard that Sullivan targeted the victim while she was in her school uniform, waiting for a bus. He “callously” approached her, put his hand up her skirt, and assaulted her before fleeing. Using the detailed information provided by Ms Kenyon—including the exact time of the shop transaction—officers used CCTV and gas account records to trace Sullivan to the home he shared with his mother. He was arrested on 26 January, just two days after the incident.

During the sentencing at Manchester Crown Court, Judge Alan Conrad QC emphasised the “serious” nature of the offence and the degree of planning involved. Although the defence reported that Sullivan was remorseful and had found his time on remand a “shock,” the judge noted his “unhealthy interest in young girls.” Judge Conrad awarded Ms Kenyon £400 from public funds, stating her “public-spirited actions” were crucial in ensuring this offender was brought to justice.

As a result of his conviction for sexual assault, Lee Sullivan was jailed for one year and ordered to sign the Sex Offenders Register. He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Greater Manchester Police, ensuring his behaviour in Harpurhey and the surrounding areas is strictly monitored. Any future attempt to target minors or loiter near school transport hubs will result in immediate intervention and further custodial time.
