Lance Melville Percival, 64, (DOB: 15/10/1960), the Oxted Rapist and Sex Offender, pleaded guilty to eight counts of engaging in sexual activity with an individual with a mental condition affecting decision-making, four counts of rape, two acts of sexual assault, and two counts of assault by penetration during a prior hearing.
Lance Melville Percival was issued a Restraining Order prohibiting contact with the survivor and her close family, as well as a Sexual Harm Prevention Order.
An investigation was initiated upon the discovery of an SD card concealed in his wallet, which contained numerous files that evidenced his commission of the offences. The victim can distinctly be heard instructing him to cease in several of the recordings while he subjected her to different degrees of torture. Sixteen videos were identified across thirteen dates from 2021 to 2024.
The survivor had not reported the assault and possessed a limited understanding of her experiences. It is presumed that she would have refrained from disclosing the events due to the extent of manipulation and her limited comprehension.
Lance Melville Percival operated as a self-employed cab driver, licensed by Tandridge District Council, for a decade. Upon the emergence of these claims, Surrey Police informed the Council, resulting in the immediate revocation of Lance Melville Percival’s Hackney Carriage licence.
