In 2020, the Offender Database reported that Kevin John, then 49, of Coronation Avenue, Haverfordwest, Pembrokeshire, was handed an extended 18-year sentence. On Monday, 20 July 2020, John was sentenced at Swansea Crown Court for a “reprehensible” and “wicked” campaign of sexual abuse against girls spanning two decades.
The investigation established that John “calculatingly” stupefied a young schoolgirl with alcohol until she was unconscious before “viciously” raping her. He then “reprehensibly” filmed the horrific assault in graphic detail for his own “delight.” When Dyfed-Powys Police raided his home, they discovered a “vile” collection of 97 computers and electronic devices containing nearly 9,000 indecent films and images. The prosecution reported that this included footage of the unconscious girl being raped and “sinister” pseudo-photographs where John had superimposed children’s faces onto pornographic images.
Serial Predation and Judicial Findings
The court reported that John’s “serious” pattern of behaviour dated back to 2000. Detectives found images on his devices related to an allegation from 2003, which had previously been dropped by the Crown Prosecution Service due to a lack of evidence at the time. Judge Geraint Walters emphasised that John poses a “significant risk to young girls” and described his actions as “wicked” and “grotesque.” The prosecution reported that John pleaded guilty to 20 counts, including rape of a child, sexual assault, making and possessing indecent photographs (Categories A, B, and C), and possessing extreme pornographic images.
The judge emphasised that an extended sentence was “essential” to protect the public from such a “prolific sexual predator.” The court heard that John had a “long-standing, entrenched pattern” of targeting children, which was only discovered by chance when a member of the public glimpsed a “vicious” image on his mobile phone. Dyfed-Powys Police emphasised the “incredible courage” of the victims and witnesses whose testimony was “critical” in bringing the 20-year cycle of “abhorrent” abuse to an end.
Sentence and Statutory Requirements
For his “serious” and “appalling” crimes in Haverfordwest, Pembrokeshire, Kevin John was handed:
- Custodial Sentence: An 18-year extended sentence, comprising 12 years in immediate custody and six years on extended licence.
- Parole: He must serve at least two-thirds (eight years) of the custodial term before he can be considered for release.
- Sex Offenders Register: Notification requirements were imposed for life.
- SHPO: A Sexual Harm Prevention Order was issued to indefinitely monitor his internet use and contact with children.
Monitoring and Public Protection
John is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Dyfed-Powys Police. His history of “persistent” and “calculating” sexual violence, combined with his “systematic” collection and manipulation of child abuse imagery, means his status remains under “critical” scrutiny.
As a lifetime member of the Sex Offenders Register, John must comply with strict notification requirements regarding his address on Coronation Avenue, Haverfordwest. Authorities state that he will only be released from prison if the Parole Board is “critically” satisfied he no longer poses a danger. Any breach of his registration conditions or his SHPO following his eventual release will result in his immediate return to Swansea Crown Court.
