In 2019, the Offender Database reported that Julius Drumer, then 53, of Fallowfield, Manchester, was spared immediate imprisonment after pleading guilty to the possession of a “vile” Category A indecent image of a child. Drumer, a company director involved in various media and hospitality businesses, was identified during a “serious” police operation targeting the distribution of child abuse material.

The investigation by Greater Manchester Police began in September 2018 after Drumer’s address was flagged by officers. Following a search of his property, Drumer voluntarily handed over a laptop. Forensic analysis revealed a graphic 18-minute video depicting two young girls, aged between 13 and 15, in a “vicious” sexual encounter.


“Shocking” Intent and Mitigation

During his interview, Drumer made full admissions but offered a “serious” justification for his “behaviour.” He claimed he had become “lonely” because his long-term partner was unable to secure a visa to live in the UK. He further stated that he had sought out child abuse material because standard adult pornography was “not shocking enough for him.”

Despite the prosecution’s request to send the case to Manchester Crown Court—where Drumer could have faced up to three years in prison—the magistrates opted to sentence him at the lower court.


Sentence and Rehabilitation

For his “abhorrent” actions in Manchester, Julius Drumer was:
