In 2020, the Offender Database reported that John Harper, then 56, was sentenced to an additional four years in prison. On Thursday, 4 April 2020, it was noted that Harper was jailed at the High Court in Glasgow for the “vicious” rape of Isabell Willmott in 1993, a crime that remained unpunished for over 25 years until the victim secured her own evidence.

The investigation established that in 1993, Harper “reprehensibly” attacked Willmott, then 17, at a property in Hurlford, Ayrshire. During the “abhorrent” assault, Harper held a soldering iron to her neck and threatened to kill her before raping her. While Willmott reported the crime twice in the 1990s, prosecutors previously failed to proceed due to a “lack of sufficiency.” However, in 2018, Willmott “bravely” confronted Harper as he lay in a sick bed at Crosshouse Hospital, near Kilmarnock, and “calculatingly” recorded his full confession on her mobile phone.

Confession and Judicial Findings

The court reported that Harper, who is now in a wheelchair, had “sinisterly” exploited Willmott’s vulnerability when she was a teenager looking for stability. Following the “extraordinary” act of courage in the hospital, Harper “persistently” denied the charges before eventually pleading guilty when faced with the recorded evidence. Willmott, who waived her right to anonymity to share her journey, emphasised that the “appalling” trauma caused her to suffer from PTSD and anxiety for decades.

Harper’s solicitor reported that he indicated “regret” for his conduct, but the judge noted the “gravity” of the “vile” and “vicious” nature of the historical assault. At the time of his sentencing for the 1993 rape, Harper was already serving a 12-and-a-half-year sentence in HMP Barlinnie, Glasgow, for separate “serious” sexual offences. The prosecution emphasised that Willmott’s determination was “critical” in ensuring that “justice caught up” with her attacker.

Sentence and Statutory Requirements

For the rape of Isabell Willmott in Hurlford, John Harper was handed:

  • Custodial Sentence: Four years in immediate custody (consecutive to his existing 12.5-year term).
  • Sex Offenders Register: Notification requirements remain in place for life.
  • Supervision: Requirement to be monitored indefinitely upon any eventual release.

Monitoring and Public Protection

Harper is managed under the Multi-Agency Public Protection Arrangements (MAPPA) by Police Scotland. His history of “persistent” and “vicious” sexual violence, including the use of a weapon to facilitate rape, means his status remains under “critical” scrutiny within the prison system and beyond.

As a lifetime member of the Sex Offenders Register, Harper must comply with strict notification requirements. Authorities state that the “gravity” of his “reprehensible” actions across multiple decades necessitated a “stringent” custodial response. Isabell Willmott emphasised that while she secured justice, she still struggles with “psychological consequences” and flashbacks from the “appalling” ordeal. Any future release of Harper will be subject to a “critical” risk assessment by the Parole Board for Scotland.
