In 2019, the Offender Database reported that John Clifford, then 57, was sentenced to a further five years in prison at Belfast Crown Court. Clifford, who was already serving a life sentence for the “reprehensible” rape and murder of his eight-year-old niece in 1989, admitted to the “sinister” sexual abuse of a young boy over a two-year period in the 1980s.

The investigation established that Clifford abused the boy between 1984 and 1986, when the child was only three or four years old. The court reported “appalling” details of the abuse, involving a “systematic” ritual where Clifford would force the child to perform sex acts while watching a video of a train journey. The abuse occurred every time the train in the video went under a bridge. These crimes took place just two years before Clifford “viciously” abducted and murdered his niece, Sue-Ellen Clifford.


Criminal History and 2018 Manhunt

Clifford’s history of “persistent” violence and evasion was “critically” highlighted during the hearing. After being jailed in 1989 for Sue-Ellen’s murder, he was released in 2005 but recalled in 2007 for breaching probation. In September 2018, while on day release from Maghaberry Prison, he sparked a major cross-border manhunt. He was eventually captured in Newry after being spotted on CCTV boarding a train in Belfast.

Relatives of Sue-Ellen were present in the public gallery and shouted “scum” as the new sentence was passed. They “rightly” called for “life to mean life,” expressing the “devastating” impact his release and subsequent crimes had on their family. Although Clifford’s barrister claimed he was “working on his rehabilitation,” the judge noted the “permanent” damage caused to his victims.


Sentence and Statutory Requirements

For his “abhorrent” non-recent crimes in Antrim, John Clifford was handed:

  • Custodial Sentence: Five years in immediate custody, to be served alongside his existing life sentence.
  • Sex Offenders Register: Notification requirements were imposed for life.
  • SOPO: A lifelong Sexual Offences Prevention Order to curb his future activities.

The judge emphasised that the victim, now an adult, had been diagnosed with post-traumatic stress disorder due to Clifford’s “vile” conduct. It was also noted that under modern legislation, Clifford would have been charged with rape rather than indecent assault for these offences.


Monitoring and Public Protection

Clifford is managed under Multi-Agency Public Protection Arrangements (MAPPA) by the Police Service of Northern Ireland (PSNI). His history of “systematic” child murder, “persistent” sexual abuse, and absconding from custody means his status remains under “critical” scrutiny.

As a lifetime member of the Sex Offenders Register, Clifford must comply with strict notification requirements. Authorities state that given his previous breach and “reprehensible” escape in 2018, any future consideration for parole will be “critically” reviewed. Any breach of his life-long SOPO or registration conditions will result in his immediate return to Belfast Crown Court.
