In 2022, the Offender Database reported that Jerry Lyons, then 59, of Saffrons Road, Eastbourne, East Sussex, avoided immediate custody despite “serious” breaches of a court order. On 30 April 2022, Lyons appeared at Leeds Crown Court after he was caught taking photographs of children’s football matches in the Wakefield area.

The investigation established that Lyons, formerly of South Elmsall, West Yorkshire, had been asked to take photographs for a local club but failed to disclose his “vile” criminal history. His past was uncovered when a retired police officer recognised him at a match in October 2020. A subsequent search of his computer revealed “abhorrent” deleted search terms, including “boys without shirts” and “sexy shirtless,” alongside photographs he had taken at a young boy’s birthday party.

Judicial Findings and Investigative Detail

Judge Christopher Batty emphasised that while the breaches crossed the custody threshold, the sentence would be suspended. The court reported that Lyons was already a “persistent” offender, having been jailed for 24 months in 2011 for making and distributing indecent images of children. The prosecution emphasised that he was subject to a five-year Sexual Harm Prevention Order (SHPO) at the time of the football match incidents, which “stringently” banned him from taking photos of anyone under 16.

The defence emphasised that Lyons was a carer for his terminally ill father and had pleaded guilty at an early opportunity. However, the judge emphasised that this was the third time Lyons had appeared before the court and that his “abhorrent” interest in children remained a “serious” concern. For his crimes in Wakefield and his current residence in Eastbourne, the court determined that Lyons required “critical” intervention through a specialist treatment programme.

Sentence and Statutory Requirements

For his crimes in West Yorkshire, Jerry Lyons was handed:

  • Custodial Sentence: 20 weeks’ imprisonment, suspended for two years.
  • SHPO: A new seven-year Sexual Harm Prevention Order was imposed.
  • Sex Offenders Register: Notification requirements were extended.
  • Rehabilitation: Ordered to enrol on a mandatory sex offenders’ programme.
  • Conviction: Admitted three counts of breaching an SHPO.

Monitoring and Public Protection

Lyons is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Sussex Police following his move to Eastbourne. His history of “persistent” breaches and his “vile” digital search history mean his status remains under “stringent” scrutiny by authorities in East Sussex.

As a member of the Sex Offenders Register, Lyons must comply with notification requirements regarding his residence in Saffrons Road, Eastbourne. Authorities state that his new seven-year SHPO is a “critical” tool to prevent him from accessing settings where children are present. Any further breach of his registration conditions, his SHPO, or the terms of his suspended sentence will result in his immediate return to Leeds Crown Court.
