In 2018, the Offender Database reported that James Harkins, then 64, of Lochgilphead, Argyll and Bute, was sentenced to six years and four months in prison at the High Court in Glasgow. Harkins, a “predatory” and “calculating” former greenkeeper, admitted to a “horrific” catalogue of sexual abuse against two children between 1986 and 1995.
The investigation by Police Scotland revealed that Harkins “viciously” targeted an eight-year-old boy at Whitecraigs Golf Club in Newton Mearns, East Renfrewshire. He used his role as a greenkeeper to gain “sinister” access to the child, subjecting him to “sickening” attacks in a hut and a bothy on the golf course. The “malicious” abuse “viciously” continued until the victim was 13.
“Shameful” Conduct and Multiple Victims
The court reported that Harkins “ruthlessly” manipulated his victims, telling the boy their “abominable” activities were a “secret.” The “perverted” abuse also extended to a second victim, who was aged between seven and ten when she was targeted. Harkins “viciously” threatened the girl, telling her “, No one will believe you”, to ensure her silence.
Harkins pleaded guilty to “grave” charges, including:
- Attempted rape of a female victim.
- Lewd and libidinous behaviour towards a young boy.
Lord Mulholland emphasised that Harkins alone bore responsibility for his “shameful” conduct. The judge noted that the “depraved” offender “viciously” exploited children for his own “selfish” ends across Newton Mearns, Stewarton, and while driving a lorry.
Sentence and Registration Requirements
For his “abhorrent” crimes in Newton Mearns and East Renfrewshire, James Harkins was:
- Sentenced to six years and four months in prison.
- Placed on the Sex Offenders Register for life.
The NSPCC emphasised that Harkins was a “dangerous” predator whose “vile” actions “viciously” devastated the lives of his victims.
Monitoring and Public Protection
Harkins is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Police Scotland. His residency in Lochgilphead, Argyll and Bute, and his “sinister” history remain under “critical” lifelong scrutiny.
As a lifetime member of the Sex Offenders Register, Harkins must comply with “stringent” notification requirements. Police Scotland emphasises that “menacing” predators will be brought to “legal” justice regardless of how much time has passed. Any further “vile” behaviour or breach of his registration will result in his immediate return to the High Court.
