In 2019, the Offender Database recorded that James Devlin, then 55, was sentenced to prison for a historical rape committed in Shortstown, near Bedford, Bedfordshire. On Friday, 10 May 2019, Devlin appeared at Luton Crown Court for sentencing after being convicted of an attack on a 15-year-old schoolboy that occurred more than 23 years earlier.

The investigation established that on 16 October 1995, Devlin approached the victim, who was in his school uniform, waiting for a friend at a bus stop, and asked the victim to help bump-start his car. The teenager followed Devlin toward Cardington, where he was pulled into the bushes and raped. Although the attacker remained unidentified for decades, a cold case review by Bedfordshire Police in 2017 utilised advances in DNA technology to re-examine intimate samples from 1995, which proved Devlin was the perpetrator.

The court reported that at the time of the 1995 attack, Devlin was living in Bedford. Judge Barbara Mensah noted that the jury “saw through his lies” after he strenuously denied the charges. The judge was told that the assault had a life-changing impact on the victim, leading to decades of anxiety, depression, substance addiction, and suicidal thoughts. The prosecution stated that Devlin was a serial sexual predator with previous convictions at Glasgow High Court in the late 1980s for rapes and assaults on two boys aged 14 and 15.

The judge noted that Devlin had previously received a life sentence at Northampton Crown Court in 1996 for the rape of a 14-year-old boy, an offence committed just one year after the Shortstown incident. For his actions in Bedfordshire, the court determined that a significant custodial term was required to be served consecutively or alongside his existing life sentence. The prosecution noted that Devlin had been recalled to prison in 2006 following an inappropriate relationship with a young adult male while on licence.
