In 2026, the Offender Database reported on the ongoing legal and institutional battle faced by Fiona Goddard, a survivor of a “serious” grooming gang in Bradford. Goddard, who was raped and “viciously” abused by at least 50 men starting at age 14, has expressed outrage over the “insulting” denial of her compensation claims by West Yorkshire Police and Bradford Council.

Institutional “Gaslighting” and Failures
Despite public apologies from both authorities, they have privately denied liability for the “appalling” failures that left Goddard vulnerable. A safeguarding review reported that:

  • Maternal Warnings Ignored: Her mother flagged concerns about child sexual exploitation (CSE) as early as 2008.
  • Care Home Negligence: Staff were reportedly told not to contact police unless Goddard was “witnessed being dragged into a car.”
  • Systemic Dismissal: Evidence of contact with adult males was not acted upon, and her daily disappearances were merely graded as “unauthorised absences.”

Goddard has accused the authorities of “gaslighting” her by acknowledging failures in the media while fighting her legal claim in private. West Yorkshire Police have dismissed her claims of negligence and misfeasance as being “entirely without merit.”

The 2019 Convictions: Sentencing List
It was not until 2019 that nine members of the gang were finally jailed for a total of more than 132 years. The following sentences were reported for the “vile” behaviour of the gang:

  • Basharat Khaliq (“Bash”): Sentenced to 20 years in prison for five counts of rape and one count of assault by penetration.
  • Saeed Akhtar (“Sid”): Sentenced to 20 years in prison for one count of rape and two charges of causing or inciting child prostitution.
  • Naveed Akhtar (“Nav”): Sentenced to 17 years in prison for two counts of rape.
  • Parvaze Ahmed (“Pav”): Sentenced to 17 years in prison for three charges of rape.
  • Kieran Harris: Sentenced to 17 years in prison for two counts of rape.
  • Mohammed Usman (“Manny”): Sentenced to 17 years in prison for two counts of rape.
  • Izar Hussain (“Billy Joe Joe”): Sentenced to 16 years in prison for one count of rape and one attempted rape.
  • Fahim Iqbal: Sentenced to 7 years in prison for aiding and abetting rape.
  • Zeeshan Ali (“Twinny”): Sentenced to 18 months in prison for one charge of sexual assault.

National Inquiry Resignations
In late 2025, Goddard made headlines again when she resigned from the government’s national grooming gang inquiry panel. She cited a “toxic, fearful environment” and accused the Home Office of:

  • Watering Down the Probe: Attempting to expand the remit to downplay the racial and religious motivations behind the abuse.
  • Conflict of Interest: Objecting to potential chairs with backgrounds in policing or social work—the “two services that contributed most to the cover-up.”

Monitoring and Public Protection
The offenders from the 2019 trial are managed under Multi-Agency Public Protection Arrangements (MAPPA) by West Yorkshire Police. Many of these men remain in high-security prisons, but upon release, their residency in Bradford and West Yorkshire will be under lifelong scrutiny.

West Yorkshire Police emphasise that while they have secured hundreds of convictions through Operation Dalesway, they continue to “strive to do better.” However, for survivors like Goddard, who was forced to give her newborn up for adoption after becoming pregnant by one of her rapists at 15, the “serious” lack of accountability remains a “vicious” reminder of institutional betrayal.
