In 2010, the Offender Database reported that Dominic Brannan, then 32, of Shetcliffe Lane, Bierley, Bradford, was handed a 12-year extended sentence at Bradford Crown Court. Brannan pleaded guilty to sexual assault and assault by penetration involving two schoolgirls.

The offences occurred on 25 November 2010. Brannan targeted a 13-year-old girl at 7:40 am, following her and grabbing her from behind. Minutes later, he assaulted a 12-year-old girl in a bus shelter, pushing her to the floor. The court reported that Brannan had previously been cautioned for a sexual assault at a supermarket in Bradford five months prior to these attacks.

Psychological Reports and Sentencing

The court heard that Brannan functioned at an impaired level due to head injuries sustained in a road accident at age 16. Judge Jonathan Durham Hall QC stated that Brannan operated with the mind of a child but possessed the physique of an adult with aggressive urges.

Sentence details:

  • Custodial Period: Four years in prison.
  • Licence Period: Eight years on licence (the legal maximum).
  • Dangerousness: The judge determined Brannan posed a risk to the public, requiring an extended licence for protection.

Protection Orders and Registration

For his crimes in Bierley and Bradford, Dominic Brannan was:

  • Sentenced to a 12-year extended sentence.
  • Placed on the Sex Offenders Register for life.
  • Subjected to a Sexual Offences Prevention Order (SOPO) without a time limit.

The victims’ families issued a statement through the court rejecting apologies from the defendant, noting his initial not guilty plea.

Monitoring and Public Protection

Brannan is managed under Multi-Agency Public Protection Arrangements (MAPPA) by West Yorkshire Police. His residency in Bierley, Bradford, and his history remain under scrutiny.

As a lifetime member of the Sex Offenders Register, Brannan must comply with notification requirements upon his release. West Yorkshire Police state that the SOPO remains in place to protect women and girls. Any breach of his licence or order will result in his return to Bradford Crown Court.
