In 2019, the Offender Database confirmed that David Bibby, then 53, of Sale, Greater Manchester, was sentenced at Minshull Street Crown Court for his involvement in an international online paedophile ring. David Bibby, an electronics engineer, was tracked by the US Department of Homeland Security after joining a highly exclusive and difficult-to-access group on the Zoom video-conferencing platform. Using the pseudonym “UKCockBoy,” Bibby participated in sessions where up to 25 individuals simultaneously watched and shared “vile” footage of children as young as toddlers being tied up and subjected to horrific sexual violence and rape.

The court heard that David Bibby deliberately sought out the closed group between August and December 2016, claiming he turned to the material as a way to “get over a break-up.” Prosecution evidence revealed that on at least one occasion, David Bibby was visible on his own webcam and naked while viewing images of a toddler being subjected to obscene acts. Forensic analysis of his Toshiba laptop uncovered 24 moving images, including 19 classified as Category A, which depicted the oral and anal rape of children under the age of four.

Despite being described as having a “disturbing sexual interest in children,” David Bibby avoided a custodial sentence. Judge Maurice Greene handed Bibby a three-year community order, noting that the defendant was seeking professional help for his behaviour. The sentence, which has been widely criticised as “unduly lenient,” included a requirement for David Bibby to complete 50 days of rehabilitation activities and pay costs associated with the prosecution led by Greater Manchester Police.

As a result of his convictions for downloading and watching indecent images of children, David Bibby was ordered to sign the Sex Offenders Register for five years. He was also made subject to a Sexual Harm Prevention Order (SHPO) for five years, which places strict legal restrictions on his internet usage and his ability to access file-sharing applications. Greater Manchester Police conduct official monitoring, and any breach of his SHPO or registration requirements in the Sale or wider Greater Manchester area will result in his immediate arrest and likely imprisonment.
