The Offender Database reported that Carsten Walker and Leoni Ball, the Paignton Child and Animal Abusers, have been banned from keeping animals for five years.

The residence of Carsten Walker, 48, and Leoni Ball, 34, in Paignton was inundated with animals, many of which were malnourished and confined in cages.

Carsten Walker and Leoni Ball of Fernicombe Close, Devon, neglected the well-being of the cats and dogs in their custody and admitted guilt to four animal welfare violations following an RSPCA inquiry.

In addition to a five-year restriction from animal ownership, which is non-appealable for three years, both individuals received a 12-month Community Order, comprising 15 Rehabilitation Activity Requirement Days and a £40 fine, during their appearance at Newton Abbot Magistrates Court on November 17.

Carsten Walker and Leoni Ball are required to pay a £114 victim surcharge and £400 in fees, each.

In addition to the animals confiscated during their rescue, all animals possessed by the couple, including two Akita dogs, three cats, a bearded dragon, and two budgerigars, have been relinquished to the RSPCA for rehoming.

It is reported that neighbours, friends, and their families were aware of the conditions in which the animals and children were living, but took no action.
