An Essex Police Sex Offender officer, Steven Tissier, who recorded himself sexually assaulting a woman he believed to be unconscious has been sentenced to four years in prison.
On 10 March 2022, Steven Tissier, 38, inappropriately touched the victim’s breast beneath her clothing after returning to Chelmsford from a night out.
The woman feigned slumber while the Essex Police officer also made contact with her buttocks, leg, and thigh.
Steven Tissier was convicted of two counts of sexual assault at Chelmsford Crown Court.
The incident occurred after Steven Tissier, who was off duty, and the victim returned to Chelmsford following a night out in London with others.
The woman testified that she had awakened when Steven Tissier initially touched her but feigned sleep out of fear, hoping he would desist.
She informed a friend of the incident the next day and then reported it to the police.
An inquiry revealed five recordings on Steven Tissier’s phone of him abusing the victim.
He subsequently dispatched them to a buddy a few hours after she returned home.
Steven Tissier resigned from Essex Police while he was under investigation. He was later found to have committed gross misconduct.
Chief Constable Ben-Julian Harrington said he had been left “disgusted” by the defendant’s actions.
He said the victim had shown “bravery” to come forward.
“No-one should have to experience what she has gone through, and she has shown great integrity and dignity throughout the investigation and court case,” he added.
Steven Tissier will be on the sex offenders register for life and was permanently banned from policing.
